My question was a general one to clear up my confusion. I think the description on the plugins support page might benefit from some rewording, as I doubt I'm the only one who didn't understand.

Having said that, I'd love a map plugin that can read and display data from a kml file. I've been having trouble with a Google map and I'm looking for alternatives. I believe that there's a kml plugin for wordpress.org, but I want to see if it works the way I need before I go to the trouble of buying a domain and setting up wordpress.org.

I understand that in WordPress.com I cannot upload plugins and there is no plugins tab on my dashboard.

On the other hand, this support page says:

There are lots of plugins already bundled with every WordPress.com blog and website. They extend WordPress functionality and include things like Google Sitemaps, caching, Akismet anti-spam, Carousel slideshows, social media buttons, and over a hundred others.

So where are these plugins, and how do I access/use them? Or does this mean that WordPress.com has built-in features that would otherwise be provided by plugins?

Anyway, something here is unclear to me, and I don't like feeling stupid.

Blogs that contain nothing but reblogs and no original content at all ought to be made private. Report the blog. Go to the blog and on the dropdown menu on the left hand side of your Admin bar click "Report this Content". When the form opens complete it and then click "submit".

I probably missed that long discussion dating back to 2010. Sorry about that. But maybe it is not a bad idea to rekindle the idea of opt in/opt out function for reblogging as now, in 2013 the same problem is still around.

As I know that copy/paste cannot really be detected unless you run into your work on someone else's site by sheer chance, I had decided for a Creative Commons License kind of hoping for decency by most. But as also stated in the 2010 discussion, reblogging makes it sort of 'legal'. And under the CC License I cannot even complain as my name and text are reblogged as well, nothing has been changed.

Copy/paste has been around forever and there is nothing we can do about that. An opt-out would falsely imply that your content is safe and we cannot say that.
QuickPress has been a feature of WordPress since 2005 and that is very similar. So again that basic functionality has been around since before this site started.
Blogs that are external to wordpress,com and which take content we advise as far as we can about how to get them closed.
Blogs inside wordpress.com that take content either completely or repeatedly from other blogs anywhere get shut.
Blogs that suddenly sprout up here purely to reblog will get looked at. Our stance that blogs should consist of mainly original content does not change. <<

As on this site I am having the problem with I have seen nothing but reblogged stuff and no personal content at all, maybe it can be 'looked at'? His making himself my follower as the only reaction to my request to remove my post does not feel good...

After asking politely to remove my post from his blog and also adding a comment to that sense on his site (not approved apparently and not visible), the only reaction I had is that the reblogger has started following my blog - I'm afraid that he will be snatching more stuff the moment I publish again... It is a very strange feeling to see my own post stated on the automatic 'congrats' mail for the new follower as something I should have a look at on his site. This really is not acceptable...

So, on top of the suggestion now a cry for help after all... Is there really no way I can block this person?
