Its called Dynamic colour and it is a really flexible theme that both suits the more 'serious' type of blog but also looks good with any diary type blog as well. It is somewhat similar in appearance to Enterprise but is wider in the writing area (for showing off those wonderful photos!) and has a few overall colour choices as well. See it here http://wordpress.org/extend/themes/dynamiccolor and I hope the team will consider converting it over to WordPress.com so that everyone can make use of it.

i think its because of the speed of the server or ur internet or something
because the way i do it is
just refresh the page 2/3 times
and u will get the BLUE bar again

It usually fixes it.

I'm guessing this is a backend problem with cookies. When you visit your blog it thinks you aren't logged in so no admin bar.
