THANK YOU so much for replying. I thought I was going insane trying to find this to edit. I think it may have been the only page in My Dashboard that I didn't check... over and over again. So frustrating, but you've solved my dilemma.

If so, that is not a sticky post, it is an "Alert Message" and you create, control and edit those messages under appearance > vigilance options.
