Be aware that the only themes we can use on free hosted WordPress.COM blogs are found on your dashboard here > Appearance > Themes as michiecat said above.

There is no upgrade that you can purchase from WordPress.com that provides FTP access, the ability to install plugins and third party themes into free hosted WordPress.com blogs. They are only for WordPress.org installs.

You can select a new theme for your blog by going to Appearance > Themes in your Dashboard.
