Do I have to create each file of the theme manually or is there an existing plugin to generate that ?

Once you create a static page, hit the 'static page' radio button and set the desired static front page via the dropdown menu. I think all themes support this (someone correct me if I'm wrong though).

I thought about adding a separate HTML tag at the bottom with a different/standard color but that doesn't work if the site formatting ever changes. Was hoping for a separate box that can be edited per-page and had central code. This would hopefully allow for simple alteration for site overhauls.

I have a hard time polishing the piece for grammar and spelling and am always trying to ensure that the intended visual is there.

However, there doesn't seem to be a way to add an individual spot for footnotes to add the "Editor assistance by" and "See X to view Y" which would be different for every page.
