			<description><![CDATA[<p>I am a visually challenged blogger.  I speak in <strong> favor </strong>  of increased user accessibility and <strong> against</strong>  all features that tend to decrease it.  </p>
<p>I specifically speak <strong> against</strong>  the introduction of animated cursors as they interfere with accessibility for visually challenged people, and those who suffer from visually triggered seizures as well. .  </p>
<p>I speak <strong>against</strong>  the introduction of useless, cutesy "tat,"  and stand in <strong>favor </strong> of an unwavering focus on the continued development of core  wordpress software. </p>

Like in other websites you can have animated cursors and that.But in WordPress you can't because of stuff to do with security. I think what she means by "safe" is that you can have a cursor but it wont interfere with the security.
