I specifically speak against the introduction of animated cursors as they interfere with accessibility for visually challenged people, and those who suffer from visually triggered seizures as well. .

I speak against the introduction of useless, cutesy "tat," and stand in favor of an unwavering focus on the continued development of core wordpress software.

Like in other websites you can have animated cursors and that.But in WordPress you can't because of stuff to do with security. I think what she means by "safe" is that you can have a cursor but it wont interfere with the security.
