You can't upload posts from Dreamweaver to wordpress.com sites. Dreamweaver really isn't a "posting" sort of program, and posts and pages are not HTML sort of things. Post and page content is stored in a MySQL database.

You can use a blog client such as Ecto or MarsEdit, both of which work with Macs and post via XMLRPC. Ecto is around $20 and Mars Edit around $30.

Also, having a domain name mapped to a blog here does not give you any extra features or capabilities. The same restrictions and rules apply to domain mapped sites here. All it does is to make your blog here appear to the public under your own domain name.

You would not be able to use Dreamweaver with a self-hosted wordpress site. Again, it isn't the right tool for the job. Ecto and MarsEdit are your best bet for both wordpress.com and self-hosted wordpress.ORG sites.

Try using a name other than "wrapper" for the div tag.

Also keep in mind that the theme you are using may have CSS which changes how tables look. If you don't want that to happen, you need to find the relevant CSS and add rules to replace them to override what is in the theme.

I have Dreamweaver and when I design the page in Dreamweaver and I try to copy CSS and paste it into post/html part of it it doesn't show all the CSS changes (color, font).

When you copy and paste code from another source, you must also consider other CSS being applied by the theme on the WordPress.com side. Of all the CSS that is applied on a web page, the CSS with the most specific rule will be used. It's possible that when you add your CSS from Dreamweaver that it is not specific enough compared to the CSS in your theme.

There are a couple of options at this point. The best would be to ask for help with a specific example of what you're trying to do. That will make it easier for us to try to help.

One word on flash sites: They may look cool, but from a search engine standpoint, they are about the worst thing you can do. There ends up being virtually nothing that the search engines can index and that means your search engine ranking will always be low and it will be harder for people to find your site in searches.
