My needs are simple - a clean, professional looking site with a custom header, nice listing of summaries of posts with thumbnails, and a nice, normal looking feature posts slider.

The two issues you pointed out are just the way Fresh & Clean handles smaller viewports in general.

The header image is meant to be used as a decorative background rather than a content image like your logo, since it would usually be hidden behind the sites title and tagline. The theme author also decided to let the entire menu be immediately accessible on smaller screens, and not be hidden behind a menu button or similar.

I noticed an earlier post where someone had the same header issue with Fresh & Clean, and a staff member said this was fixed, but I'm having the same problem. I'd also like to resolve the menu issue (make the whole list smaller, perhaps, to fit it on one line?).

Is there a way to fix these two issues, or alternatively opt to show a mobile optimised alternative on tablets?

What is the code to add to change the default color of bullet lists?

I went in search of a specific example on your blog and I found these posts that have bulleted and numbered lists in them:

This CSS will cover all the text inside the posts' main content area in the Fresh & Clean theme, including both kinds of lists:

.entry-content {
	color: #000;
}

That rule basically covers all text inside a post or page that doesn't have another specific rule set somewhere in the theme's CSS (which you probably don't need to worry about).

This example would just affect bulleted lists in content areas:

.entry-content ul {
	color: #000;
}

And this example would just affect numbered lists in content areas:

.entry-content ol {
	color: #000;
}

Hopefully that gives you an idea about how to setup similar CSS rules in case you run into any other lists you'd like to adjust the text color for.

The space for a header is 920px while the image you've references is 885px:

So there's some extra white space to the right of the header. To get rid of that, you can create a new header image that is 920 pixels wide, upload it to your media library, copy the image URL, and use that in the url() field in your custom CSS.

You can also make the min-height value match the height of the new image you upload to prevent extra white space between the header and the main menu.

I would like to change the default font color for writing bulleted (numbered or dotted) lists.

I was able to change the Headings color in the appearance> custom design>colors tab.

I was able to change the default paragraph color by adding this bit of code to my appearance>custom design> CSS stylesheet editor (this took quite a bit of googling to find):

Something is not right, obviously. My "stab in the dark" was that the old page and the new page had the same name, but that is not so.

Can you try making a custom menu which includes all the pages you want to appear, including the new page. ( http://twogetmarried.wordpress.com/you-need-to-bring-things/ )?

As a volunteer I can't see what's wrong, but if a custom menu makes the new page visible in your menu, then that's all for the good.
