Categories are a broad description of the content, tags more detailed. See here: http://en.support.wordpress.com/posts/categories-vs-tags/

Secondly, with 25 million or so sites on WordPress.com, and everyone using categories and tags, those Topic pages move along quite quickly, especially if you post in a popular subject.

If it routinely happens that your posts do not appear on the Global tags pages, you might want to check out the suggestions here
