<p>1) If you are not hosted on WordPress.COM then yes you can install your own theme (there are a couple of exceptions based on the host)<br />
2) WordPress.ORG software is free<br />
3) Features yes - you need to pick and install your own Plug-in's, theme install is built into the WordPress.ORG software  </p>
<p>The site you are asking about does not seem to be hosted on WordPress.COM so you need to make friends over at WordPress.ORG the keepers of the software you are using.</p>

Question 1 Does your server software allow third party WordPress themes be installed onto your server software?<br />
Question 2 Is there a charge for your server software of WordPress?<br />
Question 3 Does your server software come with all the plugins and all featuresof totally controlling users and passwords and installing new themes?<br />

i am a total noob and this is my first time setting up a website. everytime i want to do something, and i look at the support forums for advice, it often appears as though i need to have 'wordpress installed' in order to do this. however, considering i bought my domain from wordpress, i'm not really sure what this means or how i go about doing this. this is probably the stupidest question ever, sorry.</p>
