Go here > Settings > General and you can remove the optional tagline or replace it. Also note you can chnage your blog vtitle on that same page at any time. Click "save changes" when done.

It gets a little involved to add things up there, but it can be done. It does require redesign of that entire area to make room for the new stuff, and you always have to be mindful of the total length of that yellow area since if it gets too long, the bottom section could disappear behind the bottom of the browser window and not be accessible since that yellow box is "fixed" in position.

To do that sort of thing though, it would require the Custom Design Upgrade that timethief referenced.

Just another WordPress.com site is the site tagline. That can also be changed at settings > general.

The area down around the black bar is the area for a custom menu. Custom menus can be used to give links to static page, or to categories, or even to places offsite using the custom link feature in the custom menu.

You can't just put "anything" up there though. It is designed for some specific things.
