I want to pay by Visa and when looking at the list of countries for "Lebanon" I noticed that it isn't mentioned in the list of countries, while Visa is duly functional in Lebanon and I used it online already in other sites.

PayPal is our sole credit card payment processor behind-the-scenes and they solely dictate which countries they will accept payment from as @timethief mentioned, and currently PayPal does not accept payments from Lebanon.

Amazon.com has their own credit card processing merchant account, which is why you can purchase goods from them.

The only other option that you can use other than using PayPal is to use Bitcoin as payment. Here's more information on Bitcoin:
