There is no upgrade that you can purchase from WordPress.com that provides FTP access and the ability to upload third themes. To use that theme you will need to hire a web host and set up a self hosted WordPress.org install. http://support.wordpress.com/com-vs-org/

2. Since your site is set to private, I'm going to have to guess that you mean the nav below the header. The background for that is an image and is set in #subnav.

This is the URL of the image in case you want to create another to replace it. You will have to upload the image to your media library, get the full URL starting with http and then replace the images/subnav.png between the quote marks.

If you just want to use a solid color, then you can do this and edit the hex color code:

3. If you are talking about static pages, and are talking about the area outside of the content area, then you would have to construct specific rules for each individual page based on the page ID if you want to have each a different color background. This is just an example:

If you want to have the same different color for all static pages, then you would do this:

What’s critical is:
(1) a clear comprehension of the differences between pages and posts > http://en.support.wordpress.com/post-vs-page/
(2) a clear comprehension of the fact that there is only one dynamic page in a blog for posts and we cannot post to more than that one page. But we can create the appearance that we have posted to more than one page. We organize posts by assigning categories to them. You can create a custom menu and add the categories into the custom menu.

The front page of the blog by default will display your posts (not pages) in reverse chronological order, with the most recently published post on top. If you do not want all the posts to show on the front page, then you can create a static front page "Welcome" for your site and a “Blog” page for posts.

Which do you choose? It’s one or the other.

If you choose Choice 1 static front page then you have to create two pages as I said above. After you do that you go to > Settings > Reading and make the designation change and click “save changes”.
