Look under Appearance → Mobile to see the setting.

Also, several WordPress.com themes are built to be mobile-ready by default using responsive design. You can see a list of responsive design themes at http://theme.wordpress.com/themes/features/responsive-width/

If you'd like to redirect away from WordPress.com entirely, you can use an Offsite Redirect upgrade:
https://store.wordpress.com/premium-upgrades/redirect/

The redirect option is to redirect all traffic, not just for mobile devices. There is not an offsite redirect upgrade option for WordPress.com that just affects mobile.
