Note as well that MOST people complaining about obtrusive and inappropriate ads are actually seeing ads from browser malware. There are many browser extensions that sneakily put ads on your blog. If the ad does not say "About These Ads" anywhere, it wasn't put there by WordPress.

Taking up a majority of the space on a blog post is over the top.

To give a little context to ads on WordPress.com, here is a post from 2006 when the ads were deployed ad experimentum (for a multilingual pun):

Automattic's position on ads is to make them unobtrusive and displayed relatively rarely (especially in light of other free services).

It sounds like, based on #3, that something is going wrong, either a bug with the setup w/ WordPress or, as timethief, mentioned a browser add-on issue.

I've heard of some browser add-ons injected ads on sites, like WordPress.com, that are viewed often with a set template system. Here's one for example: http://browsers.about.com/od/addonsplugi2/a/Buzzdock-Ads.htm

I do appreciate your frustration, though. It must have been jarring to see that, no matter where it originated from.
