The reason your sidebar has fallen and is displaying below your posts is either due to copying and pasting or it can also be a result of importing text containing invalid HTML.
Typically this is caused by an open HTML tag in one of your posts.

If you have been copying and pasting text from elsewhere without using either icon 5 or icon 6 in Row 2 of the visual editor, please see here http://en.support.wordpress.com/visual-editor/#pasting-text

Go to Settings > Writing and select “ ___ WordPress should correct invalidly nested XHTML automatically” and then scroll down and click “Save Changes.”

Posts > All Posts, change all your latest posts to Draft, click Update, change them back to Published, click Update again. (You can edit all of them at once: tick the square in front of their titles then select Edit from the Bulk Actions dropdown and click Apply.)

I think you will benefit from read this article as it explains how the theme is designed to operate.

The older themes have sidebars on every page but many of the bewer ones don't or provide options for displaying them. You are using the Twenty Eleven theme and that's a feature of the theme ie. there will be no sidebar displayed when posts are viewed on their own pages. Note that we cannot edit themes or templates and chnage how any theme functions here at WordPress.com. To understand how that theme is designed to operate please read this article. Yes sticky posts are permalinked posts.

I have noticed that when going to my blog via a permalink for a post, the sidebar is not visible. I worry that some viewers may miss information by not clicking on the menu options at the top. If I used a sticky post as a welcome statement, would it appear with a permalinked post? Or do you have any suggestions for making the sidebar visible all the time?

If one has a static "welcome" page, how do peope navigate to the posts page - through a custom menu?

Why isn't it coming in on the home page above previous posts?

There is only one dynamic page in a blog for posts. By default all published posts ought to display on the front page of your blog in reverse chronological order. The only time published posts and (not draft posts) do not display on the front page of the blog is if you create a static page. If you do not want all the posts to show on the front page, then you can create two pages first. One is for the "welcome" page or whatever you call your static front page and the other page is for your posts to display on "blog" or whatever you wish to call it. Then you go here > Settings > Reading and designate them.

Hello again,
I'm sorry my explanation was not clear to you yesterday. The Twenty Eleven theme is coded not to display sidebars on single posts displayed in full on their own pages. You cannot change that. If you want a theme that does display sidebars an every page then you will have to change themes.
