So it was my pop-up blocker, which I know may seem obvious but I have had it for months and always set to "allow" WordPress and I never had the problem before. Nonetheless, I have disabled it completely and will have to find a more WordPress-friendly alternative. =)

Especially because you could see the notifications from an incognito window.

We suspect you may have a browser extension activated that's interfering. You could try turning them all off and seeing if that makes a difference, then turning them on one-by-one to see where the error is occurring.

Thanks for your response. I am using Google Chrome and I haven't changed any settings recently, the notifications just stopped working a few days ago.

I cleared the cache, already have third party cookies enabled and I enables HTTPS all to no avail!

I opened WordPress in a Chrome 'Incognito Window', though and the drop-down worked! I don't know enough about it to know if that helps at all...
