The instructions I just posted above apply only to themes that do have a featured image feature. http://theme.wordpress.com/themes/features/custom-header/

The instruction do not apply to the iNove theme as it does not have featured image header feature.

That is why I posted this link above http://wpbtips.wordpress.com/2010/02/07/customizing-header-in-inove/

Note: There are no themes that have slidehows in headers. The Modularity Lite has a front page slideshow. http://theme.wordpress.com/themes/modularity-lite/

I made the banner with Paint.Just I want to put some banners to some site which I like.The picture I uploaded on the storage space from my wp site.

Go here > Appearance > Headers
Select "Or choose an image from your media library" to upload the images.
Then click "Random" to Show a different image on each page.
Then click "save changes"

Regarding 1) it's already possible to do this on w WordPress.com blog. If you have CSS editing experience, you can get the paid custom CSS upgrade and renew it annually. It will allow you to stylize the appearance of themes you find here > Appearance > Themes, but it does not allow you to change the functionality, by editing the underlying template. Also note that CSS is theme specific, so you cannot use the CSS stylesheets from other themes with the themes here at wordpress.COM.

Since there is no official Staff support for the CSS upgrade, and precious little Volunteer support, I recommend that you don’t buy the upgrade unless you have at least moderate understanding of HTML and CSS because you must be prepared to do the work on your own.

If you are considering purchasing the upgrade, you can go to Appearance > Edit CSS. There wordpress has provided a preview function where you can try before you buy.
