I'm usually getting comments (spam?) that recommends some kind of SEO to increase ranking but I don't know if a free wordpress blog can do better then by tags. i think your question about html is a good one and probably possible if you know what you are doing in code. Keywords are one way to improve search ranking. Keywords (tags) and content should match. I don't know everything about it but there are some good sites for checking on SEO that are free.
