We have categories and we have tags. You are referring to the latter and that Tag Cloud widget will display only 45 of the most used tags. There is no automatic way to craete a page with all tags on it.  You can creat a page manually and then copy and paste the data on to it. </p>

<p>I'd like to create a "page" that lists all my tags (topics) out. I do realize I could do this in a sidebar, but that's not what I want.</p>
<p>Also, the archive shortcode is helpful, but doesn't display tags.</p>

			<description><![CDATA[<p>You can do this with the categories widget in a sidebar. There is a checkbox to make it display the post count as well as the categories themselves. Apart from that I think you'd have to type it all out by hand and keep it updated manually each time you add a new post.

			<description><![CDATA[<p>Greetings. I am looking for a way to create a page that lists out all topics (tags) on one page. Basically, I want a true topic index for my site that lists out all the various topics and how many associated posts there are with each topic.</p>
<p>Example:</p>
<p>Topic1 (5)     Topic4 (3)<br />
Topic2 (2)     Topic5 (9)<br />
Topic3 (11)   Topic6 (1)</p>
<p>I don't know the best way to accomplish this, or even where to start. Any ideas to get me pointed in the right direction (or an existing solution) would be most helpful.</p>

			<description><![CDATA[<p>Since tags and categories are treated exactly the same by the tags pages and by search engines. They don't treat them differently. Having duplicated tags/categories would be seen as tag spamming and that is probably why posts with duplicates are not included.

<p>I tried it and that seems to work.<br />
But I noticed that if I added a tag that's the same as a category title, then it still won't work.</p>
<p>Looks like the glitch is still there, but at least it's not completely exluding all tags. I can live with being indexed on only a few tags.</p>

			<description><![CDATA[<p>Also, due to tag spammers, wordpress.COM has instituted a limit on the number of tags + categories that you can use and still appear in the tags pages. As long as you keep the total of tags + categories at 12 or under, you should be fine. Anything over a total of 12 and it is highly unlikely your post will appear in the tags pages.</p>
<p>Some people were putting up to 100 tags on their post, and in some cases the same 100 regardless of whether they were relevant to the post or not. Sadly, they screwed things up for all of us by trying to game the system.

Try opening the posts that are not showing up in the visual editor, changing on small thing (like adding a space and the deleting it, then save the post and see if it shows up in the tags pages.

<p>I've made a couple of posts over two days and neither one showed up on any of the tag index pages.<br />

<p>Has my blog been labeled as "mature" or something? I don't think I have any objectonable content there.</p>
