I've searched the forums and found that the solution is to ensure emails from WordPress are not being blocked. The user has made sure that the email delivery box is unchecked here:
http://wordpress.com/#!/read/subsettings/

I have tried to send the invitation again, from two different admin accounts for my blog, but the problem remains.
