Regarding the GPL license qualification, we invite all suggestions for WordPress themes, regardless of license. That gives us a chance to encourage the theme developer to release the theme under the GPL license so we could use it on WordPress.com.

We have the CSS upgrade here (does not allow uploading of themes) which allows the stylization of the themes here but does not allow for any modification or changes to the underlying theme files.

Search the support documents for "CSS" to find more information on the CSS upgrade.
