Sliders are dynamic bits of code (not just CSS), and the Custom Design upgrade is not a way to add things like that. To get a slider on a WordPress.com blog, you would need to have started out with a theme that has one built in. Here is a list:

You know though, that an identical WordPress.com site will always outrank a self-hosted WordPress.org installation. The SEO here is the best there is, and you also get to share in the incredible search engine ranking of WordPress.com, and that is nothing to sneeze at.

Secondly, the search engines no longer pay any attention to meta tags (keywords) since they have been so over used and abused. The only thing they may (and that is a tiny "may) use is a meta description, but in my experience with all sorts of sites, there is only about a 40% chance that a very well crafted meta description will be used as a snippet in search results.

In general the search engines pull their own keywords out of the content and that goes for the snippets they use in their search results as well.

WordPress.org does not host sites. You would have to hire a third-party web host such as GoDaddy, Dreamhost, Bluehost, etc., install the WordPress.org software and configure it, point your domain name at the new host and the export your content from here and import it into the new site. You will be responsible for all installations, all upgrades, all backups and all troubleshooting. If something goes wrong, you have to figure it out and fix it. Figure an average monthly cost, all things considered of about $10 to $25 depending on host and your particular requirements.

I would like to add the Plugin "Add Meta Tags" to my wordpress blog.

Also, I am just learning that wordpress.org allows plugins but wordpress.com does not. How do I migrate my wordpress.com blog (created years ago) to wordpress.org (which appears to be the default for new blogs nowadays)?
