It is possible, if you have the Custom Design upgrade. Without the upgrade you can also create a scrollbar in a Text widget.

No, it is NOT POSSIBLE to dd an additional custom scrolling sidebar if you are use a WordPress.COM site. WordPress.ORG DOES have a plug-in available to do create a custom scrolling sidebar.

is there a plugin/widget that can add an additional custom scrolling sidebar with for example anchor links?
