I would be extremely skeptical of a scam.

If you had a domain name, you are of course free to sell that at any time. You can also sell your content if you so choose - it's yours and you can transfer it to anyone at any time. You would need to work this out independently with anyone who was interested in buying your domain or content.

That site simply scrapes information from whois (where you bought your domain) and then tries to present it in a way to get you to act in some way - usually to spend some money.

It's not a hacker and it in no way affects your actual site. It is safe to ignore.

You may also want to check your computer for malware and turn off any other extensions in Chrome that may be overlaying information on your blog. Anything like this would only be visible to you.
