You can only set a blog to one language in Settings -> General.

My best suggestion is to create another blog with the other language you'd like to use. On your German-based food blog, add a link to your English blog*, and vice versa.

* If you'd like to have that link in your navigation menu, you can create a custom menu and add a custom link to that blog. (By default, published pages are displayed in the navigation menu in alphabetical order.)
