Now if there are less words in this excerpt than the minimum excerpt word length the continue reading link is missing and the function has no chance to recognise this because it only gets the already shortened excerpt and not the whole post content!

I'm not sure... I know that different themes handle the output on these pages differently. The point is that in my example, there should be a "continue reading link" ("Weiterlesen →" in this german setup) after every excerpt!

all posts on in this category: are longer than the minimum excerpt lengths. However the link is missing on some posts.
I think this is also an issue with self-hosted blogs.
