No, you can't delete a blog address and have another username pick it up later. You can just set it to private until you make the change, though.

...and...Can I abandon/close/cancel a blog address for one username and pick it up later with another, different username?

Also note the Gravatar and WordPress.com are both owned by Automattic. Create an account at either site and it's the same.

The email address is your unique identifier.
