<p>That has nothing to do with the inability to install plugins. Actually, you can replace those tabs easily with a custom menu.<br />

Either Upgrade ( but even don't know if you have access to plugins then ) or just add the links to your side bar like i should you in my first post.

			<description><![CDATA[<p>go to wp-admin on the left hover over links and click "add new" fill in the details on the next page, then afterwards click "add link" on the right of the page.</p>
<p>Now go to appearance &#124; widgets : you should see a widget called "Links" drag that to whatever sidebar or footer you want , on the options for the links widget click the link you created from the drop down list.<br />
click save ..that's it
