Tags are assigned to posts. http://en.support.wordpress.com/posts/tags/
Until you actually publish posts with tags assigned to them the Tag Cloud widget will not have any data to display. http://en.support.wordpress.com/widgets/tag-cloud-widget/ The same is also true of Categories and the categories widget.

Widgets seem to be fine, except I cannot get tags to post, and I don't know what "meta" means or does.

I see other blogs with the same theme & have no idea how they got them there. Do I have to upgrade?
