You mean you click "browse" and just a blank box appears, or nothing at all? A new window should open called "File Upload"; all you do then is search for an image by clicking on the My Documents or Desktop icons to the left and find the image you want to upload. The image will need to be formatted to a certain size for your WordPress theme.
