XML-RPC is always enabled here at WordPress.com.

I was in one of my .org blogs when I first checked it, then remembered it was different for .com.

And having trawled the internet, there's meant to be a setting within the writing settings that would allow me to publish via XML-RPC. However for some reason or another, I can't find that setting. Therefore I was wondering where could that setting be found? I'm not even sure what version of wordpress my wordpress.com blog is being hosted on. any help would be most gratefully received.
