If's is Safari, it might be. Safari seems to have issues around here due to it's incompatability with WYSIWYG.

When I scroll over the "Choose file" button my cursor changes into a crosshair and if I click it acts as a drag-select type thing.

Any ideas? I'm running on a Mac, could that be an issue?
