Under there you'll see "sidebar widgets".

You can configure the widgets there.

As for the main language of the blog go to Options and then look for "Language in the list of options.

¿ how can have access to them ? from the blog I can't see them, only the classical menus. My blog has been created in the web http://www.wordpress.com, I don't have access to the directory or to the files.
In the BLOG.WORDPRESS.COM, after logging in, I have the menus:
DASHBOARD, WRITE, MANAGE..PRESENTACION...OPTIONS.
In OPTIONS / GENERAL, I have selected: ES ESPAÑOL.
But my blog have the titles: PAGES ARCHIVES CATEGORIES not in spain. After log in all the menus WRITE... are still in english.

All those items are found in the Widgets controls. You can edit them there. Also be sure to define what language your blog is in on your Dashboard -> Options page.
