I would guess that the bio can be set by going to Users > My Profile from your dashboard and editing the "About Me" section but I am not 100% sure.

When you view a post directly your bio appears at the bottom of the post as about (username):

No matter what I've tried I cannot seem to be able to edit this part of the blog. Any thoughts?

I've tried through the gravatar link and all.
