You can simplify that a little further even by setting all the background properties to none:

	background: none;
	background-image: none;

#site-description {<br /> background: -moz-linear-gradient(#FFFFFF, #FFFFFF) repeat scroll 0 0 #FFFFFF;<br /> color: #000000;<br /> }

If so then you can change it at any time here > Settings > General > Tagline

However, if you think you can use CSS editing to enter a metadata description into the header section of the blog then that cannot be done. We cannot access metadata on free hosted WordPress.com blogs as they are all on the same multiuser blogging platform.
