While the background image itself isn't clickable, you can make the link the size of the image so it essentially looks and acts like a link.

If you need further help, please provide a link to the blog you're working on as well as the CSS you've tried so far or an explanation of what you're trying to make clickable.

We can click "view image info" as well. But if you are asking can you have a background image that redirects to another site the answer is no. The image must be uploaded into your Media library. You cannot link to an image that's hosted on a third part site.
