For some reason, the designer didn't put it in there. I wonder if he realizes it. Maybe Bob will pick up on this thread. He's here on occasion. :)

FYI - On the Regulus theme, I don't get a "Comments are closed" line. Instead, the add comments box just disappears. See this post
