We can't really answer comprehensively without the URL of the blog in question. This is easy at WP.org, not really possible at WP.com.

If the PDFs were in password protected pages http://en.support.wordpress.com/contact-form/ then once the contact form is completed and received you would have the email address and be able to provide the password to the sender. Aside from that I'm not aware of any other ways to accomplish this off the top of my head, and I'm sorry but don't have time to search the forum threads to see if such a solution has been previously posted.

Yes. We are active users of box.com. The trouble is that we're trying to find a way to make the download capability conditional on the completion of the form. This would be a standard kind of technique for information exchange if we had our own non-wp website, but we are trying to do it within wp.com. Wondering if there are any sound techniques to do it.

I'd like to create the ability to create some separate landing pages so that visitors can download pdfs in exchange for providing us with contact information. There are some widgets that we could use like scribd and box.com for the downloads and there are lots of forms solutions; but, we are having trouble finding a way to make the ability to enable a download conditional on the completion of a form. Are there apps and widgets that we can embed on a page? Are there workarounds like setting up acces to a page with the download accessible only when a condition is fulfilled like the completion of a form?
