<p>The best way to do this is to <a href="http://en.support.wordpress.com/posts/categories/">create Categories for your Posts</a>, then create a <a href="http://en.support.wordpress.com/menus/">Custom Menu of Categories</a> and assign it to your site's primary menu area.</p>
