The Vigilance theme doesn't have that, so you would want to add something like the following example to your Appearance → Custom Design → CSS editor:

body {
	background: url('http://s.wordpress.org/about/images/logos/wordpress-logo-32-blue.png');
}

I used a smal WordPress logo as an example, you would want to change out the image link.
