I tried deploying a new wordpress instance on my local pc, but the problem is still occuring.

I'm not sure what I might have done, but when I create a new menu, I can add items to it (Pages, categorys, etc), but when I save changes, the nesting is removed. In other words, If I set up a heirarchy with "About Us" at the root, and add "Bill" and Steve" as nested links to child pages, then click "Save", the menu is saved with 3 root items - About Us, Bill, and Steve. I'm working with the twenty eleven theme. I tried deploying a new wordpress instance on my local pc, but the problem is still occuring.
