It's not possible to load Google fonts into your themes here on WordPress.com. However, the Custom Design upgrade gives you access to a great collection of fonts that you can use in your theme.

I am trying to add a font from Google fonts to the Oxygen Theme font list.

Specifically, I would like to use a particular font not included with the themes options for the post titles.

Any assistance would be Grrrreat!
