Can you check the email address (including the spam folder) listed in the Settings tab on the WordPress.com home page?

If the confirmation still isn't there, please reply to this forum thread to confirm the blog deletion.

I go to tools, delete blog, select my reason and hit the button. It says that an email is sent to me to confirm the deletion, but I never get the email and the blog stays.
