There isn't a limit to how many times you can change your blog address:
http://en.support.wordpress.com/changing-blog-address/

The link above will show you the proper steps. I recommend not doing this too many times, because it does create and discard blog URLs, and these are not recyclable.

You can change your site title as much as you like without any bad effects, and you can also purchase a custom domain name:
http://en.support.wordpress.com/domains/register-domain/

Now, stats.

Your stats are directly tied to your blog ID. If you export your blog information and import it into a new blog, that blog has a new ID from your old blog, and your stats reset.

Settings that aside, if I had a brand new blog that had no indexed content appearing in search engine page results I might change blog address. However, if it did have a blog with indexed content and a pagerank then I would be more like to walk over hot coals than to change a blog address and break all the links to my content. That's exactly what it means. No one not you or anyone else can register any deleted blog URL.
