If I discontinue upgrade, what happens the blog content?

Nothing - the content stays

If you had a custom domain name - the name will revert to the base WordPress.COM blog that the custom domain name was mapped to - if the blog is not private anyone can access it - just a different name so they might have trouble finding it - your search engine traffic will go away until search engines figure out you have changed address

If you had the CSS upgrade the CSS will go away and the blog will look like it did before you changed any CSS
