It is a known issue on responsive/flexible width themes, which Twenty Eleven is.

on mobile it looks horrible, because it ALWAYS shows just the left pics, you can't even tell it has more than 3 pics.

Also how does it decide the size of the tiles in the mosaic? I want them to be a lot bigger.

When browser is wide, looks fine
Make it narrower, at some point the right column of the "cool mosaic" disappears, making it somewhat uncool.

Since it's a fixed width theme, I'd expect it NOT to happen.

This looks especially bad with small galleries
