You could purchase the domain mapping upgrade to change your url to http://codeanddesign.com/ , though it appears that someone owns that name and is selling it…

The blog might not be active but it's possible that the account associated with it is. Some could be using the username for a couple of reasons:
The person needs it to view a private blog, or to be a contributor, author, or editor on another blog.
or
The person is using it to have Jetpack on his wp.ORG site.

At anyrate, unless the owner agrees to transfer the name to you there is nothing you can do about it. WordPress does not delete apparently unused names/accounts.

You could try leaving a comment on the blog to ask if he/she would transfer the name to you.

Hello, I'm trying to register new blog with the domain - http://codeanddesign.wordpress.com/ but it's taken by someone else. Also the blog is obviously not active. I want to ask is there a way so I can get this blog domain for my blog.
