Sure is. Have a plugin on your outside blog that sends the post to your WP.com blog via XML-RPC just as a 3rd party editor would do.

I dunno if a plugin exists currently to do that or not, but it doesn't sound all that hard to code.

I imagine this is because it would encourage sploggers to set up a million duplicate accounts all forwarding to the same site.

There's also no automated way of cross-posting, so to cut down on the copy-and-pasting I recommend using an editor to post to multiple blogs (I use the Performancing extension for Firefox, but there are many others such as w.bloggar and Windows Live Writer.)
