At the end of the lost passwords section there is a part entitled "If You Don’t Have Access To Your Recovery Methods" with instructions about how to regain access if you can't use the traditional password recovery approach.

On the sign-in page, click on "Lost your password?" (from the homepage at wordpress.com click on "Help") and enter your account username.
